I think you're really underestimating just how slow and simple each Xenon core is, the Atom would be a good comparison in terms of complexity. They get their speed because there's a lot of them and they have a high clock speed but the single threaded performance per clock really is abysmal when compared to a modern Intel/AMD CPU. An E6600 really does run rings around it, even if it is a core short and already rather outdated itself.
Well due to the use of Virtual Texturing and the latency issues produced I think it may be dependent on how much work they can offload onto the gpu(to reduce CPU load). Having said that the render step is already taking up the most time in their engine.
Meh, only time will tell.
