If it worked like that, Xbox would have been emulated a while ago.
Even if someone can make a good PS4 emulator, we wouldn't be able to play any game until a decade. There's no processor powerful enough to emulate an AMD APU at full speed, and there won't be any time soon.
I assume you'll probably need 6GB of GDDR5 to run anything at proper speed too, since PS4 currently has 5.5 open to devs and lots of stuff may depend on that amount/speed.
Ram would probably be among the least of the worries when it comes to emulating the PS4. By the time it's even feasible, 6 GB of ram will be nothing.
With the more standardized and simplified PC "off the shelf" style engineering....aren't PS4 and XB1 going to be really easy to emulate in a few years?

Some nice speed increases in many homebrew and retail games now thanks to an early WIP PPU recompiler. For example Sonic CD 40fps in-game (I guess possibly full speed on a high end rig).

Emulators are why I got into programming. 20 years later and I still can't program one but at least I got a CS degree and a career.
