LA (San Andreas) makes sense for pop culture parody and gang warfare, Miami (Vice City) makes sense for the drug trade, Cuban refugees, retirees and Disney World, Detroit (Carcer City) would be cool for a city on the verge of collapse, and aside from that, I could only think of a city on the Mexican border, like Texas (Armadillo?), to get in all those timely "illegal immigrant" or southern jokes, but those could easily fit into San Andreas, or to a lesser degree, Vice City.
