All the under-the-hood functionality of the Wii U OS seems to be pretty nuts, all things considered. It has MiiVerse running all the time, you can open up a web browser, and engage in live video chat, all while a game is suspended. Honestly, that's probably the most impressive thing about the system as far as tech is concerned; it's really slick, especially coming from a company not exactly known for slickness.

Are you talking about the resolution - because it's 720p - the framerate - because it's 30 fps - the antialiasing - because there is none - the polygon count of the models - because they don't look particularly beyond current gen - the textures - because they're not particularly impressive. What effects are you referring to - with specifics.

BC with the DS was the reason quoted as why the 3DS used a restive touch-screen. They have forgone a more advanced, better tech to reduce cost and ensure hardware BC.
I'd imagine these are the same exact reasons why the Wii U's CPU is just an enhanced version of the GC and Wii's CPU.
