There’s a free tier and a $10 unlock tier. Lots of stuff on the free tier. The $10 tier unlocks a ship set that is sold later in the shop for $40.

You can but it is a bit more limited in what you can do compared to PVE.

You can play POTC and Monkey Island PVE.
