I think this is interesting. Despite just being a tweet it's hopeful. I feel like MGS has a place on Nintendo if Konami and Nintendo could just work together once again on it. Kojima might be gone but the series is currently still living on. A HD remaster opens up the door for what is a rare game to be easily obtained once again (used copies are like $50+). Shows Nintendo is going for more market tastes. Gets MGS fans to buy the system, perhaps new fans to the series, and most importantly give a reason for snake to come back to smash. Though him coming back is inevitable. This would just perhaps speed things up.

It was my first exposure to the MGS games and I found nothing wrong with it at the time. Doesn't seem much more outlandish than some of the other crazy things that have happened in the series.

As for TTS, it's not the best for hardcore fans. But there are people who like it. Mainly those who played it as their first title. As for Dyack, who knows what the contract and licensing is. I'm sure he still would have a small hand to play in it.
