It sounds like arcade only confirmed for now. As people have mentioned, Namco release their games for Arcade first, so no doubt this will get a Wii U release.

Confirmed for Japan 2015 at the moment.

Some questions asked to Hareda on Twitter (Japanese translation)

Q: Is it true that Tekken characters [will] be making guest appearances in Pokemon/Pokken Tournament?

Harada: Ha, ha, ha. Nope, Tekken characters will not be making an appearance.

Harada: As we're making a Pokemon fighting action battle game, I've already touched on this while on the livestream, but in this game there will not be a high/mid/low guard system mechanic. Instead, we're planning to include a new type of [mechanic]

Q: -As it's a fighting game, I'm a little worried that the roster will be full of humanoid-looking Pokemon.. I'd rather be surprised with unexpected picks instead.

Harada: That's not a problem at all. Technologically-speaking, we shouldn't face any problems in implementing whatever Pokemon we want. In terms of the system mechanics, we'll be looking at what fans would want, so please rest assured.

Q: Congrats on making Pokken a reality! And thank you for that! Rather than tweet you a request, today I've got a bit of a query: in Pokken Tournament it seems like Pokemon trainers do not exist? It's not that I'm requesting for them to make an appearance, but rather I'd just like to find out if that's the case.

Harada: Worry not.

Well it's in Japanese but here it is

I'm so excited! I know it said 2015, but did it give a date? Gameplay looks decent for a teaser trailer too, Machamp!!!

Wait, arcade? Not WiiU? That can't be serious right?

I wish they had shown at least two other pokemon fighting or something. That teaser could have been a lot better.

Arcade game? All pokemon shown so far are fighting types? Hype dropping. Need a console release and playable Weavile stat

It actually looks kinda... boring. Thought I can't judge a game for a video, of course. Looking forward to know what other Pokémon are playable (Delphox please).

Arcade Only
Game Freak why.
Why you gotta do this.

Well, if there's English trademarks, that'd mean they at least maybe have plans to bring it to arcades over here, right?

FOR ARCADE

I think it said arcade. I DON'T HAVE AN ARCADE.

Arcade only, can't be competing with Smash.

Here it is.

Look. All fighting games go through an arcade release first before they come to consoles. This isn't new. Please don't overreact.

But this is GAF so...overreact away!

Namco always releases their fighting games to arcades first, consoles later. It's very likely this will come to the Wii U later on.
