In the beginning they were, but not now. Quite the opposite now. Everyone is signing with Sony because the PS4 is the most popular and they are easy to work with. Simple as that.

Because MS wants to Shackle them to Xbox first. Sony treats Indies like Princesses and gives them the freedom they want to release whenever they feel ready. Sony does not force them into parity.
