This was meant to show at last year TGS clearly from the trailer but they pulled it.
Also DemonNite teased that TGS was gonna be a beast of a show. Wouldn't surprise me if Sony pulled something from E32014, at the last minute and replaced it with that powers segment.
The action is so fast it looks like a DMC game.

Well, Sony loves their gamers and make these new exclusives games and experiences using their money. If you want this kind of games then ask Steam, Nvidia/Intel/AMD.

Dark Souls 2 didn't get a release date until TGS right? There were probably considerations made to avoid revealing the game before Dark Souls 2 was released simply to avoid confusion and unhappiness from various parties.
