Shadow Fall was pretty solid at its core in my eyes in terms of weight, control, and mechanics, but the surrounding elements in the gameplay are sloppy (such as the encounters you mentioned for example), especially in terms of how they all come together. That's kind of what holds it back in that particular department. I don't think they're interpreting it like that though, and are instead isolating that one comment to think the gameplay is like Shadow Fall. It makes me want to replay it on Über, but I'm too much of a pussy for such difficulty.
I haven't played Shadow Fall yet, but, even with all the bad rep it gets, I still want to. I love Guerrilla's art and feel of the controls. I'm just waiting for a really cheap price - which here in Brazil, with the dollar so expensive and physical being extremely taxed, is not gonna be easy.
You really should make a better comparison because I don't think you have any idea how polarized people are about Shadow Fall. There are people all over the net scowering the web for impressions, and some people who are frothing at the mouth to shit on this game (as they've been for months).

Technical marvel. True next-gen experience, on all fronts.
No loading times, super silky smooth frame rate (you all be surprised how smooth it is), no graphic glitches, amazing and consistent art all around.
A lot of times it's hard for you to grasp it's even a game running real time.
Black bars didn't really filled their job.
Making transitions back to gameplay already done better in games like MGS. They downgraded from the experience, from gameplay side and from art side.
Sound:
True 1886 era fitted music, amazing score and theme.
Voice acting is top notch all around.
Were moments I was surprised the developers added some of the sounds you usually don't hear while interacting with the environment.
The theme really works and sticks with you, other times though really good music kicks in but can be forgettable easily.
Menu and UI:
Menu is on the light side, something I like.
It's easy to navigate, and to understand and looks good.
Only thing that comes to mind on the bad side, is the weapon selection UI.
It's too big and centered in the middle of the screen, not very good while action is going.
No option to change button layouts is a big negative.
Pacing and story:
Starts really slow, the intro stays it's welcome way too much.
And on top of bad paced intro, it comes instead of good exposition that I felt lacking most of the game.
The story starts to pick up from late middle of the game, but when it does it grabs you so hard it makes you want to continue playing nonstop. Really emotional and good, something a lot of games having hard time to achieve.
Characters are really believable and make strong impact.
Sometimes the story kicks you to some places, which you wander what happened between the last cut scene to the next. I felt out of place when it happened, it felt unnatural to the flow of the game.
Sadly the game ends way too quick after the story really shines and makes you feel you deserved more.

And if we put aside the wow factor, it's still a good polished story driven game with production values trough the roof.
Granted if you played uncharted or gears, there's a lot of room this game doesn't deliver, but overall it's something you can't allow yourself not to experience.

That's one of the pitfalls in giving detailed impressions. You've played it, they haven't. So unless you go out of your way to explain everything in detail, it's easy for people to take a couple of harmless comments and add too much meaning to them which you might not have intended. Your overall impressions paint a pretty good picture for example, which seemed to go ignored.You understand me 100%.

Personally I can forgive mediocre gameplay if the story is compelling enough. Unfortunately for Killzone: Shadowfall I couldn't remember anything that happened in that game if my life depended on it. The KZ comparison doesn't worry me at all.

The KZ premise has always been pretty awesome. They just need some writing chops to back that premise up. Agreed with the last part too. It was my first game of the gen, bundled with my Christmas-day PS4. Was it a masterpiece? No, but it was neat to see what this gen might do. At the least, The Order will do that as well.I liked ShadowFall, I think it has a poor opening (first few chapters) but the middle part was quite good. Storytelling is kind of poor but the premise is interesting, they just needed better writers.
If anything it's worth it just to experience the visual showcase and set piece moments, definitely was one hell of a way to kick off the current gen for me.

Read it in the context of his overall impressions. He's commenting on gameplay specifically, and for all you know, he probably thinks Shadow Fall is somewhat solid in that aspect whilst a bit sloppy. I'd never think to make that comparison since it seems quite strange to try and compare an FPS to a TPS, but Shadow Fall is near the bottom for me in terms of games I've played on current gen, whilst The Order is right at the top. I also don't really like FPS though.

The protagonists in that game are dull, and it translates into the story itself, since there's not a whole lot you can explore from that angle. Someone before mentioned an "Armoury" option in the menu. They thought it might be for equipping diff costumes and stuff. Have you seen anything like that?

I would love a sequel where you play as Echo. She was the best character in that game by far

Still had nothing on the Vektan bodyguard from Mercenary. Such a great character, for Killzone or otherwise.
