Kelethin from the original EverQuest. It's a sweet city in the trees with GOAT-tier music.

I find it impressive how each race got it's own starting city, and how different they all feel. Even the difference between Qeynos and Freeport is big.

I've got a soft spot for the beach town in Dragon's Dogma, because the revelation of being able to climb buildings and find secrets in an almost platformer fashion was mindblowing. I loved the almost Thief/Assassin's Creed style level design in an action-RPG.

Will QA for food.
Colony 9 (Xenoblade) and Onett (Earthbound). Both are large in scope, with a lot to do, their own music and personality.

in Tales of Vesperia. Starting your adventure off in a capital city is nice.
Gotta admit though.... Parm is really good too

Gilded Vale in pillars of eternity. Amazing way to introduce a weird new world that is clearly having problems.

Crysta from Terranigma. Largely thanks to its wonderful music.
Not just that, the whole town and initial sequence was setup to let the gamer care for the village and the villagers.
That's because the scenario writer wanted to instil a sense of nostalgia in the player about the first town so that the epic journey (and conclusion) had a deeper impact as a whole.

Hmm, most of my favorite rpg's "starting" towns are almost hub worlds or ones you stay in. Rune Factory, Paper Mario TTYD's Rogueport, Persona 3's Tatsumi Port Island and Persona 4's Inaba, and The World Ends With You's Shibuya.

Sooo, Twinleaf town it is, because Route 201 has beautiful music and the lake is a nice feature. Just a tranquil town overall.

Midgar for sure. It felt massive. I remember playing FF7 for the first time and just being in awe when I left Midgar, the scope of the game suddenly just hit me. I felt like I'd already played an entire game, y'know? What an opening. And yeah, it does away with the tired trope of starting in some backwater bumblefuck farm town.

Potos Village from Secret of Mana was memorable because you start out nearby and have to make your way home, then no sooner have you dispatched a boss than
you're blamed for it turning up and kicked out. I seem to recall there was a way to force your way back in there but being banished made it become a memory from the start of your quest in a cool way.

 
Arni is great. Also love the first town from Secret of Mana (SD2). And Kamiki from Okami, which no, isn't exactly an RPG, but has very similar story progression to an RPG. All have a similar peaceful, halcyon vibe with bittersweet undercurrents.

Edit:, ha, posted before seeing the post above. Looking at Potos brings the bittersweet music right back! Can't remember the name of the track though

Lazulis City from The Last Story because it doesn't suffer from 'small town at the beginning that you never need to return to' syndrome since it is the game.

Paseo - Phantasy Star II

I think what makes both of these great is that they have a big part to play throughout the game. Sigil is your home base in Torment for the bulk of the play time of the game, and in Phantasy Star II, Paseo is THE most important city in the game, it's where your house is, where you can access the spaceport, and where you get missions.

I would say Midgar, but since it was so huge, and there were many non-residential areas, you would almost have to say something like "sector 5 slums" - which wasn't my favorite.

So from games that actually start you in a town, gonna have to say Baron. I love that place.

Arni from Chrono Cross, Seyda Neen from Morrowind, and Burg from Lunar.. I'd like to chill in any of these towns.

I feel so nostalgic seeing all these classic pics.

I've played most of these rpgs.

My favorite would have to be Truce Village from Chrono Trigger.

The music, the seagulls, I had a very nice feeling and I really thought I was living there.

I think the "How they got to the party" idea behind it to unite a Thief, Black Mage, White Mage, and a Knight (the original FFI team, basically) is absolutely genius.

Fenmont from Tales of Xillia is damn lovely and includes some really nice 'nighttime music'.

I consider this game enough of an RPG.
I'm choosing the first populated area of a game that mostly takes place in and around one city.

Apple Market from Mega Man Legends.

You're forced to stay there a while before exploring the rest of Kattelox, and it serves to establish a new sense of home. You meet the first batch of a literally colorful cast of townsfolk that grow on you for the rest of the adventure.

Largely due to my childhood this is my favorite game of all time, so something nostalgic that also creates a sense of new home and new belonging was always going to be my favorite.
 
I really like the starting town from Dark Chronicle (Dark Cloud 2). I can't remember its name right now, but it's such a pleasant location, has gorgeous music and feels logical and to scale.

Also really like the starting town from Dragon Quest VIII - again, can't remember its name though. Been a long time since I played either of these games.

Also love Alexandria from FFIX. I love that gorgeous steampunk medieval fantasy style, I love the characters and the clothes and the layout of it.
