Welcome to the future. Tales of games have been selling costumes that you would normally unlock in game as DLC for like 5 years now. Shit sucks.

You go to a Pizza shop, you choose a 12' 8 slice Pizza, the guy, prepares, cooks and slices the Pizza, and takes away 1 slice and says "for the 8th slice, you have to pay an extra £2".
Is that acceptable? No, so why would it be in games?
It's a stupid and anti consumer move that destroys any form of brand respect. Don't even get me started on FOB insurance as well as offline tax.

It doesn't matter if you own it or not. When you buy a disc, you are basically renting the licence to play whatever is on that disc, you shouldn't be charged extra for something your already licensing.

Feels more like I already got a gigantic topping filled pizza and they're charging me extra for bread sticks. Not worth defending, and not like this isn't an obvious move to nickel and dime the player for stuff already available, but it's also not unexpected and some of us have been waiting for these.
