Wow, the PNGs made it look better.

Who knows what the deal was with original screenshots. They could've come from some pre-release build taken on a crappy display, with multiple players of compression to boot seeing that it was a PSN jpg uploaded to imgur. Poor captures are also a thing. Just peruse the Console Screenshot thread, the same game on the same system can produce wildly different results. But people love to shit on shit.

Having just re-played New Vegas and 3 I'm honestly happily surprised by how it looks.
3 was ugly as shit even back in 08, this is at least pleasant to the eye thanks to the color palette, even if technically it's obviously nothing to be amazed by.

Fallout 3 was definitely hideous and washed out. New Vegas was decent if you could actually enjoy the graphics without the game crashing (on consoles).

This one's surprisingly atmospheric. Hopefully the fog and puddles aren't an area specific thing, I think I'd much rather explore towns and such in a weather like this rather than boring sunshine.

I'll note that they're all medium distance shots. They avoid interiors and close objects as well as scenes requiring long vistas. If the entire game was like this, I'd be ok.

Yeah it could be how they were captured as well. Being JPEGs didn't help either.

I'm playing the game with the blue HUD. The green one is just out of the place. It blended well with FO3/NV, but certainly not with FO4.

Seems like the brightness/gamma/something settings were off too. The colors seemed really washed out.
