Mo-cap for set pieces that are no longer in the game.
Storyboarding.
Environment concepts, maybe even some early modelling.
Probably a bit of voice work.

Not cheap.

EDIT: not $200 million expensive, but still - I'd imagine it's the most expensive game they've done so far.
