So good to see some Mega Man Legends 2 mentions. That game looked (and still looks) great.

I have to say though, Alien Resurrection is on a whole different level. That video OP linked makes it look like a PS2 game.

Forgot Dodonpachi. That was awesome, and together with Metal Slug, one of the most impressive 2D games on PS1.

I'm going with Metal Gear Solid.

I'm not sure why Vagrant Story is getting so many mentions. I'm actually playing it on my Vita and it doesn't look particularly good.
Yeah, it's MGS style graphics, but worse.

Wipeout 3

Easily the most detailed game on the system with N64 quality IQ. Unlike GT both the ships and the environments were top-notch and no game in the series has been able to match the designs of that game.

If that wasn't enough a SE release later added in the tracks from 2097/XL which made an already big game even bigger. There were also the prototype levels that had this really cool retro aesthetic. Trust me playing this game on ePSXe with all the nice enhancements is a real treat.

The aesthetic is amplified with the amazing Namco Sound Team as well
Along with Wipeout 3, it's the coolest game on the system too. Unfortunately they dropped the look of the game for RRV but bought it back for 6 (I prefer it over 7 for that reason).
 
the Crash Bandicoot Trilogy is up there.

Ride Racer Type 4 - Probably the best looking overall imo, incredible game too.
Final Fantasy IX
Tobal 2 - Its a damn shame we didn't get this over in the US. Game looks, and plays incredibly....

Ridge Racer 4 imo takes the crown. Game blew me away when it came out, and even now, given the age of the game, I still think its the best looking game on the PS1.

I dunno if it's the "Best" graphics, but I was always impressed that Quake 2 is running on the Playstation hardware at all. even if it's technically heavily modified.

Not Ridge Racer 4 to me, get that ot of the way and I hate the style and look in that game compared to the others in the earl series

I'd probably go with one of the Spyro's as they are very solid and look better than most games on either platform.

Vanark is decent for a title no one knows.

But oh my, I hate the low rez and overall art of type 4. Type ouch.

In terms of 3D games, Tobal 2 is as far as I'm concerned the most pleasant looking PS1 game out there. Clean and smooth 60fps, smart use of high-poly (for the time) characters with gourad shading over detailed texturing. It also ran on one of the PS1's higher resolution modes, further giving it a crisp and clear look. It played to the PS1's strengths while downplaying its deficiencies. It also had absolutely incredible animation for its time, full 360° movement before Soul Calibur was a thing.

Crikey that Alien game looks surprisingly good for PS1. Watched the Quake video first and was about what I was expecting... but Alien.. Great technical work there.

For me I was stunned at MGS when I first played it. Looks awful now of course!

Vagrant story never looked especially good.
I'd say something Crash.
Tekken 3 or Soul Blade (always preferred soul blade 3d backdrops myself). Rrt4.
Actually, Ridge Racer hi-res and 60fps version included in RRT4 might be even better looking overall.
Wipeout 3. Metal Gear Solid

That alien game I have never seen before. Looks good but these games were kinda cheating with their extremely limited draw distance disguised as darkness.
Same goes for soul reaver. It looks great but draw distance has always been crucial to me.

Spyro was excellent. Full 3d, very clean graphics, subtle textures that didn't stab your eyes with harsh patterns of low res warping and that would fade in (iirc polygons in the distance were left untextured). Very well designed around the system's limitations.

Gran turismo, although I'd put gt1 before 2 which was trying to do too much and lost some polish.

I think one of the tomb raider games should be there as well, not sure which though.
 
From games that I played I'd have to say Crash Bandicoot 2, Soul Reaver, and Tekken 3 in no particular order.
Soul Reaver was probably the most impressive to me though. Warping between the two realms is still cool as all hell to this day.
