probably not. Diablo 3 has turned to beloved. I think the fanbase is pretty much split on wanting D4 or another D3 expansion.

In general she seems to counter every tank except roadhog, unless the range on hack is longer than his hook.

I guess she'll be nice to keep the current Ana-centric meta in check.

So, checking the Sombra page, it's fairly par for the course. Hacking = disabling character abilities. Ulti being an AoE version of it. That will affect the meta right well, imagine you got 3-4 ultimates lined up to cap a point and suddenly you got nothing. Eeesh.
