The new game, currently titled Project Re Fantasy, is currently without an announced platform, release date, or price.

...

Project Re Fantasy is in development at Studio Zero, a new studio established by Atlus that features talents such as Persona series producer and director Katsura Hasino, artist Shigenori Soejima, and composer Shoji Meguro.

Atlus will host a live stream on December 23 at 20:00 JST, after which (at 22:00 JST) it will begin large-scale recruiting for the new RPG project.
Gematsu said:
Regarding the goal of establishing a new studio

Hiraoka: “Originally, as a mid-term plan of Atlus, we had wanted to establish a studio with the goal of creating a new IP and aim even higher. In these several years, the people whom we could entrust with it always seemed to be busy, but we wondered if we can trust it to Hashino, who finished up Persona 5.”

Regarding Soejima and Meguro’s involvement on the project

Hiraoka: “Soejima is an indispensable member of the Persona series staff, but we don’t want his work to stop there. Meguro is the same. Both will continue to participate in the Persona series in the future.

“We’re steadily developing other titles behind the scenes, including the Persona series. We plan to announce future titles in the new year, without keeping you waiting too long.”

Why did Studio Zero decide to take on the fantasy genre?

Hashino: “Until now, since the time fantasy went mainstream, Atlus has dared to create series set in contemporary times and cherished its stance of aiming to counter the typical. The series works from Persona 3 an onwards are the exact products of such thought. I had always held the thought that I someday want to challenge the traditional genre and deliver a title uniquely Atlus.”

Can you give us a hint about the visual you unveiled?

“The visual we released at this time is concept art to share our frame of mind. The character in the illustration made for the cover isn’t necessarily the protagonist either.”

Extra Notes:

Another Japanese blog that got famitsu early posted with some new info.

- The new studios logo features a young boy holding a tarot card with the number '0' on it
- Direct Katsura Hoshino comment: Even though the current hardware it will appear on is unannounced, we are making this for those that like home console games and love Atlus games. It is going to take a fair amount of time to complete, but I will be doing everything I can so please look forward to it.
The magazine shows three pieces of artwork

- A dragon facing off against several knights with the subtitle: Creating new things by building off successful things from the past
- 4 people riding on a horse carrage together with a dog with the subtitle: bonds
- A young red haired elf girl and a young blonde haired boy riding on horses with the subtitle: adventure

The trio working together, eh.

Also, gimme gimme
“We’re steadily developing other titles behind the scenes, including the Persona series. We plan to announce future titles in the new year, without keeping you waiting too long.”

“The visual we released at this time is concept art to share our frame of mind. This character is not the hero, nor is the illustration made for the cover.”

So basically, the character might not even be an actual character who shows up in the finished game.

Seems like a good frame of mind to be in, but I could wish they were a little more forthcoming.

I'm not sure how much they even have decided.

It sounds like they wanted to make a fantasy RPG, came up with some ideas, and then decided to hire up a team to come make it. Most of it is probably far from set in stone.

Uff New IP, Fantasy, RPG, Hashino, Soejima and Meguro.
Let's do this, I'm ready for the next 5 year wait.
Which means P6 in 10 years T_T

Last IP with the Trio was Catherine, so this is HUGE good sign.

EDIT: Let's see the Trio's track record:
2006 P3
2008 P4
2011 Catherine
2016 P5
2019/20 New IP?
2022/23 P6?

I don't get it. They will do a live stream to recruit people for the game? They are talking about developers? How that works?

Best of luck to the new studio and the new project!

Weird I'm saying that and haven't even had the opportunity to play Persona 5 yet. I'm still 1/3 of a year away from that opportunity...

Yep. Once it was revealed the upcoming info was for recruiting developers, nothing shown is necessarily concrete for the final project. See: SMT X FE reveal and final product.

I doubt it'll be that drastic of a change.

Not expecting this until 2021 (being generous).

And when she doesn't, I look forward to years of posts about how much better she would have been than the female character we do get.

Heh, instead of Stella Deus it's Stella

They're going to announce the general concept and feel of the game in order to excite potential new hires to come work at Atlus, who might have otherwise not been interested at working there because they prefer fantasy RPGs to modern day RPGs.

A similar example would be CD Projekt announcing they were working on a sci-fi shooter RPG to attract staff who might not have wanted to work on melee action fantasy RPGs.

As unlikely as it is there's part of me thinking it'd be hilarious if this had a quicker turnaround time than Persona 5.
I doubt their goal is to take eight years to make the game, but we're likely looking at 3-5+ years from now.

So they're still working on Persona, eh? That's good. Curious about this, but can't get excited until I know the battle system, whereas I always know Persona will be made for me.

Had a feeling that they just started development of this.
But, hey, always nice to see them trying something different.

Can't wait to hear more... But it's Atlus, so I guess I'm gonna have to wait.

Depending on how you define P5 start-to-finish (2011 "we're working on it" or 2013 "it's real") then man, it could actually happen...

Wasn't part of the P5 delay in waiting for the new engine to be finished?

In any case, this sounds super early. At least they have an engine to work with now, and given how fast they created Catherine, I think they could get something out in 4 years. Assuming they even know what they want to create.

Nothing to get hyped about, but it's always a good thing to have a whole new studio/team being set-up internally challenging a new IP.

They could've easily went for hiring an development partner studio like FFVII - CyberConnect2, NieR/GranBlue - Platinum, Dragon Quest - Orca/Toylogic to get it out a year or two earlier than if they have to start a new team from scratch but by hiring internally, they're expanding their internal talent pool and pipeline for the future beyond this one game.

Take all the time needed.

Wonder if they will go with a super stylized visual motif like the Persona series or if the game will feature more realistic shaders / visual design. Clearly the artwork evokes some of that "anime" style but I wonder if they plan on it looking more akin to something like FFXV which has anime influence but with a bit of a more grounded style.
