For those wanting a London (or non-American) setting, here is Dan Houser's response from GTA V's release:

Did you ever think about exploring the UK further in the GTA games? Lots of people remember the GTA London titles quite fondly...

I think for us, my gut feeling is, GTA London was cool for the time, but games were more limited then. These days I think we would love to set a game in the UK, set in London, whatever, but I don't know if it would be a GTA game. I think there are plenty of great stories we could tell about the UK, great environments to showcase, great gameplay mechanics that could have a UK bent to them – I just don't think it would be a GTA necessarily.

There are so many games we'd like to make that we just don't have the bandwidth to make at the moment. But we always think, well the future is long and varied, and that's what the future's for. Speaking for myself – and normally I'd be as militant about saying 'we' as much as possible, because it certainly isn't only me at all, thank god – but my own personal feeling is that GTA is America. With this game, I think, we're very happy with the location. It let us do something iconic.

If they did Vice City obviously the scope of the map would be much larger than the original.

Florida Keys?
Everglades?

There is a lot of possibilities.

This is seldom true anymore. Most often mo-cap for games of this size are done for 1-2 or even several years, ending during the start of major polishing (which can take the better part of a year as awell).
Take FF7 Remake!

The story cutscenes are all quite far along, whereas gameplay is flagging behind.

I think that portion the USA is perfect for a game.

Though i would personally prefer a game set in a different era rather than just modern times.

It probably won't happen until GTA7 or later, but the next time the revisit Liberty City, it should be in the 1970s. 70s NYC has that reputation for being grimy and out of control. Of course by the time they revisit Liberty City it'll be like 2028, so they might as well set it in modern time. It'll be a whole new generation, might as well satirize that.

Is there really any chance we'll get an 80's Vice game again? I can't see them leaving the modern due to GTA Online integration.

This would instantly kill all my interest in a GTA game.

That's such a bad idea lol. R* makes some of the best characters.

But....did they go back to Vice City yet? They may have to, then get out the loop.

actual San Andreas areas were in GTA V. Going back to the starting house, rush of nostalgia...

I can see them bringing this out soon after Red Dead. Maybe even 18 months.

Red Dead online is going to be a tough sell. I mean what can they do. Bring out a faster horse? Maybe horse armour.

Oh I forgot, in an interview a while ago the original GTA creator (who left R* recently) did say that they wanted to create the next GTA game where you can visit all the area's from previous games.

Vice City only really makes sense to me as a period game like the original. A modern take on 80s Vice City would be incredible, present day I wouldn't be as hyped.

That being said it will be called GTA so I will buy it day one and probably end up double dipping a short while after, such is my love for the series.

Pumped (as expected). Please be Vice City. And please be 1 protagonist.

Also, I still have a slight bit of hope that SP DLC will come to V, I believe that after the last major online update drops, then they will finish it off with SP DLC.

Fuck. No.

The single player campaign is the only thing that has ever drawn me to the series, and I'll outright pass if they butcher the campaign to turn it into anything remotely resembling the atrocious cesspool that is GTA Online.

The player base that threw money at R* for that garbage mode of a game are complicit with Take Two for potentially ruining one of the most iconic series in gaming.

And pre-production of this started late 2012, just as RDR2 entered full production and GTAV was being finalised.

At the time 4 locations were noted, Vice City was mentioned but cast aside.

Why are you asking for Vice City again? It was the blandest of the GTA cities, its geography is super same-y and honestly, the 80's gimmick is not coming back.

I'd rather for them to take a shot at Washington, special with the current political climate.

Or for them to make the dreamed "all cities in" game they have said want to make one day.
 
Except the onlibe component isnt much fun unless you are a 14 year old griefer using dads card for shark money.

GTA6 will still sell millions but I wouldnt even be surprised if its online only with no campaign.

So you wouldn't be surprised if a company known for long single player campaigns would ditch the whole thing and cause an outrage by the fans of the series? Sounds reasonable.

Them making a great full fledged campaign while having an awesome online component?

More like a lack of story-based DLC adventures coming out after release. Now you'll just get the main game, the online game & that's it. I miss the DLC Story Expansions.
