Because the resources for the game never came from Microsoft. Microsoft has fuck all to do with the game. It was funded by Take2's "Private Division". I think personally it's just a lack of caring from Obsidian' side. Since Microsoft now owns Obsidian it makes sense that they will optimise for Xbox One XFor those complaining I ask this. In fact the game should never release on PS4 at all if a contract didn't exists before acquisition to force that release happen.
It is their direct competition so MS has all rights to not give any support at all for this game on PS4... it is fair and the right thing to happen.
