It was shared by Ninja Theory, Xbox Wire, and retweeted by Major Nelson. Not as wide of a reach as their official channel, but I'm also not sure this announcement appeals to a wider audience.

That still don't mean it shouldn't be on their official channel since they upload everything from AAA to tiny indie games. Not uploading your own game and uploading other games in the meantime is kinda bizzare. A PT style game with cutting edge visuals by a renowned studio is not exactly something people would not have interest in.

If they are going out of their way to make an app for windows store I believe that means it could also be a launcher and not just an app to make purchases.

Xbox One has been selling terribly for a long time now and you think only now Microsoft decided to do something about it? Or maybe the case is that Microsoft is actually preparing for a new console launch and trying to get people excited about it and it's ecosystem as a whole.

Oh, that is from a video diary they posted. The boat part is not from Project Mara, it's from another project where they help people with mental issues. I just thought it looked a lot like something from Hellblade. Project Mara was revealed in the same video.
