I'm not sure why people are under impression that Nintendo
only uses "withered technology".
I mean the expression "Lateral Thinking with Withered Technology" was popularized by Nintendo/Gunpey Yokoi but that doesn't mean Nintendo only employ "withered technology".
What Nintendo strives for is achieve diserable uniqueness with good profits margins and at a (family) consumer price range.
If they could achieve it with cutting edge tech, they will use it.
Could Tegra X1 have been considered "withered technology" in early 2017?
No, but Nintendo needed a powerful mobile SoC to power on the unique hybrid concept they had in mind.
The constant in the Nintendo's strategy is "Dokusou".
Nintendo attitude toward technology was well explained by Nintendo itself (page 47):
Tech is mean to an end (fun/surprise).
