Some people are feeling generous and have a game they want to give to someone (steam gift/key), they create a giveaway on the site, the winner is chosen at random and they gift him the game or send him the code by e-mail. Site allows for giveaways for a specific steam group or only for people entering through a specific link (private) as well.

Each game is worth some points you have to pay to enter a giveaway for it, you recover them whenever anyone creates a giveaway (don't remember how exactly it's calculated).
