This is not AMD exclusive. It is, however, DX11 exclusive and you might not be able to run it smoothly on old or bad cards.

I have a AMD 6870. Would this be enough? At least I can play Farcry 3 on highest settings in 1680 Resolution and 60fps with it.

personally I will drop other 'prettyness' to get the hair looking more realistic. going specifically off the list of features supposedly added to the game, that bokeh depth of field for example.

Yup. I am already disabling motion blur in every game where I can, it's thse things like realistic hair that make them better, and not a simulated camera effect.
