Saw some of the dummy boxes in store yesterday. They did not have a space for a handle.

Entirely possible. Maybe Sony has changed design on the packaging for the PS4 this time around, and these are simply outer slipcases to go over another box.

I don't know about 360. but Sony had to reduce PS3 initial shipment from 2m to only 500K for US/JP launch due to BD laser problems. Things are totally different this time around, I can see Sony Shipping 3m units for launch.
