It is a bit of a silly way to word it, but the real point is that they have a 'standby' mode.
Plenty of people leave their PC's on 24/7, precisely so there's no constant having to wait around as it boots. This is pretty much just a console following in line.
Doesn't seem like a huge deal, but I can definitely see it being one of those things that you would be annoyed not to have in the future once you get used to it.
