It's my opinion, but based on reasonable logic.
SCEWWS has been shifting to a policy of not announcing games too early, like The Last Guardian. They no longer want to reveal games 2 years (24 months) ahead of time. Insiders like Demonite have corroborated that policy.
SCEWWS seems to be aiming at revealing games about 12 months before actual release date. Some of the launch titles (KZ:SF, Knack and Resogun) were less than 12 months due to compressed launch timelines, but others like Infamous:SS and Driveclub will end up
in the 12-15 month range. The Order:1886 was revealed in June of 2013. 12 months would put a release in June of 2014. Uncharted 4 was revealed in Dec. 2013 and some people believe it will ship by Dec 2014, which would put it at 12 months.
At Gamescom 2013 IGN reported The Order: 1886 was a "year or so off" and might be late summer (

The most recent news is now a fall ship date. So some slippage. How much still remains to be seen. Since SCEWWS isn't willing to commit to a ship date yet, the target window is still soft.
