on the other hand, 80 demo units sounds a lot, maybe all 31 game demos will be installed on all 80 vita units and people can just try out which games they want, rather than wait in line for a specific vita game

Most PSVita games at E3 and Gamescom etc had one or maybe two pods each, esp in the SCEE booth. (well, in the public area, there were also VIP areas at E3 which had more).
