Certain things are more relaxed than other countries, while other things aren't. We do have a lot of regulation of certain aspects that go to further extents than others if you do own them such as how ammunition and guns must be stored and transported, which other countries regulate less but have a much stricter process of obtaining a gun in the first place in relation to Germany. Perhaps the strictest in absolute is the wrong word, but definitely among the strictest. The strictest would be outright ban.

This happened just a couple of hundreds of meter from my house and i heard the gun shots.

A person that has just injured 21 with an axe fleeing the scene still armed with it can be considered an immediate danger to life for others if successful in his escape.
