Thanks, that settles it. I will wait for them to fix the ambient occlusion and the rain/wet surface effects to play it on PC at 30fps.
Yeah there doesnt seem to be any rain effects on any surface in the PC version other than a slight gloss. Like they forgot to pack the texture or something.

I'm actually sorry for Iron Galaxy studios... I work on IT Consulting, and sometimes there is just so much you can do with what your given, I'm sure the decision to release the game as is was not Iron Galaxy's doing.
I kinda feel the situation went like this:
*Meeting at WB HQ*
IG Team Leader: So, we have been optimizing some things here and there but we are only 12 people and its kinda taking us a long time.
WB/RockSteady: Yeah yeah, don't worry, you just go ahead and add pretty smoke and stuff.
IG Team Leader: But... the framerate is not very stable right now and that wont help at all, we would like some time to optimize this, or even some help to get it done in time.
WB/RockSteady: Nah, we're busy with the preorder DLC chart, we still have to butcher a couple more parts of the game and five or six more costumes.
IG Team Leader: Ermmm, well, so extra time then?
WB/RockSteady: Nah, well just slam what you have into a couple DVD's, the rest will be downloaded, and make sure you absolutely PRIORITIZE the inclusion of that denuvo thing thats so safe.
IG Team Leader: That will actually make the game run worse...
WB/RockSteady: We don't care, we already made profit with preorders and season passes!

So yeah, this is kind of a humorous approach, I just feel it hits home and its not the first time I have not been able to do my best because of circumstances. I'm not sure how the real situation went and this could very well be IG's fault for doing a shitty job and all, just want to think that this game just caught up on corporate BS instead of on developer incompetence.

When running Nvidia SLI, using the NVIDIA Control Panel to set one card as a dedicated PhysX card may improve performance.

See, you'd think that, but there's no way Nvidia is happy with this outcome. Their name is plastered all over the game. If everyone knew the port was going to be half-assed, I doubt any company would want to put their fingerprints on it quite so plainly.
Why? They aren't owned by WB. They took the contract, it wasn't forced upon them. They've released shitty ports in the past under similar circumstances. At a certain point they should have learned about their capabilities by now.
A third party dev getting in over their heads once, sure, I feel bad. Doing it routinely? Your management needs rethinking.

I'm not familiar with game development so pardon my ignorance, but in this kind of things, shouldn't the rough schedule be laid out before the work begins? Shouldn't the Team Leader realize from the start that it's not feasible with his 12-man team before bidding for the project?

This might be a bit subtle but here's a gif for this thread:
Port quality of the other Arkham games is mixed, but nothing like this. From memory, much of Origins' problems were more general game bugs (if sometimes broken) on every platform, rather than performance or port specific. Both Origins and City have stuttering issues in the open world, and DX11 City hits performance bizarrely hard (especially in some specific areas, like Crime Alley). That aside, both City and Origins had a fairly comprehensive graphics options menu and as a whole look and played well.
This seems borderline broken though, sweeping issues with optimisation and graphics that I'm going to assume were noticed during QA but due to time couldn't be fixed. Tanking to practically 1fps is not acceptable by any stretch of the imagination and anybody remotely disappointed with the port should be making good use of Steam's refund feature to send WBG a message.
Also, as Xander said, I can't imagine Nvidia would want their name attached to a busted PC port.

Origins was particularly egregious because WB came right out and said they'd rather work on DLC than patches for the game.
