Will probably be soon, hasn't been recently. Up to about September, they were still offering PSP games (I think Liberty City Stories was the most recent one).

Edit: And that's not to mention that some of the sales have been for PSP games that work on Vita.

You have to activate them. I believe codes expire after a year though.

I wouldn't bother with it if you have no plans of picking up a PS3, PS4, or a Vita. The PSP drops by themselves are few and not worth $30 a year.
