My lasting impression from the footage is that (thankfully) the payload of the bombs didn't seem too great. Seems to have just been the unfortunate souls within a few metres of the blast radius that died or were injured. There were runners going by very close to the blasts that got through unscathed.

Theres different kind of bombs. It may have had nails or other shrapnel that is shot out when it explodes.

My conclusion as well. That many people that close to the exploding device would otherwise resulted in a much worse deathtoll. My bet is currently on a nutter / a few crazies along the lines of Breivik. Domestic, getting the instructions online and not very skilled in explosives.

Yeah I sound like an asshole saying it, but we are lucky that whoever made the bombs seems to be fairly incompetent. Could have made something much larger/deadlier without much trouble. Death/injury tolls could easily be double or tripled.
