My 14 year old GCSE students have to identify a target audience and give reasons behind it for their PowerPoint presentations, I think it's pretty standard across education these days. That said, why not look for someone to take this further? That's how successful final year projects become businesses: you prove your concept then look for backing to actually turn it into a product.

The way these developers should go about this is to develop one level and then see if they can get it published on Virtual Console, if it's downloaded enough they might get a publisher interested in it.
