Why should it not matter, it's one of the biggest issue/thing on console, that as many as possible that own the specific platform play/buy your game, so PC should play by its own rules?
And I am sure they are more GAMING PC's out there then there are PS4/Xbox One + PS3/360 counted together.
Can you play PS4 games on PS3 or PS2 or PS1? So how can you expect a shitty integrated GPU to play 2014 games?

No, GAMING PC's are very less in comparison to consoles. Although, I would say that you can't define a PC as a gaming PC as every owner has a different requirements. Some of my friends still play CS on their old laptops just like thousand others and they are happy with it.
