Doctor Strange is an oddball in phase three because assuming Captain Marvel is introduced in Infinity War, it'll be the only full-length origin story in this block of films---Black Panther and Spider-Man: Homecoming both being spin-offs from Civil War. I think they would have taken the same approach (introduce Strange in a previous film and start his solo outing in full-swing) but I'm guessing they thought such an atypical superhero would require proper framing.
I wouldn't be surprised if this was the last traditional origin story in the MCU. Even Thor, Guardians and Ant-Man can't really be called traditional origin stories.
-In Thor, the protagonist already has his powers and persona at the start, and spends the second act trying to earn them back.
-In Guardians, all the team members start with their powers and personae established, they just hadn't formed a team yet.
-Ant-Man is basically a Scott Lang sequel to a trilogy of Hank Pym movies that don't exist. The powers and persona are established, it's really a story about an existing Superhero Identity being passed from one person to the next.
