Skill points are gone? >.> Please tell me they've added something to not completely simplify the RPG mechanics even more. I've paid no attention to the game up til now.

Yes and no. Skill points are gone but higher INT means you get more experience points (relative to lower INT) for any particular action. This means that all things being equal you will progress and level faster with higher INT.
Exactly far much difference there is between INT 1, 2, 3... 10 is as yet unknown.

Gone completely. You just get generic level up points that you then use to upgrade SPECIAL and perks, and to unlock new perks that are bound to your SPECIAL values.
The new perks system is baffling. Does it work like this?
So, there are 10 perks under each SEPCIAL skill.
In order to unlock say, a tier 5 perk in Strength, I'd need to put 5 skill points in that skill line.
Then we have perk ranks, which would increase the effectiveness of the tier 5 perk?
And in order to unlock the tier 6 perk in Strength, I'd need to allocate another point into that skill line.
When I run out of base skill points and level up, I would have to chose whether I want to unlock the rank 2 level of the tier 6 perk, or allocate the point to unlock the tier 7 perk?

Is it possible to change the crosshair? I noticed that some of shinobi's screenshots featured a dot instead of the standard oversized console style crosshair,.
Do we know if you need the Lockpick perk in order to even attempt picking locks? The perk chart on the wiki says that level 1 will only increase the chance of success by 20% but doesn't say it grants the ability to do it.
I think it will feel even larger since Skyrim had a lot of impassable terrain that made up its map.
About dialogue consequences
In a mission someone had to interview me and the 4 options I had were really lacking, and some of them had little or nothing to do, when a mission depends on what you say and how you say doesn't work as you'd expect it's a bit frustrating, when in previous games you could spend quite a while asking and learning about groups, cities, the war and more (There were questions that opened more dialogue options) In this one, most of the time there's just ONE question for character and not much more, and as for the 4 options of dialogue when something is proposed to us or they talk to us about a mission, two of the options are 90% of the gime " no " or " not now" giving the exact same result, and, for example, I've just finished another mission in which a character told me to find someone else who disapperead following the trace of X character, in which the only option I had was asking about that X person" but I've made a mistake and pressed " accept " and then I didn't had a change to talk again to that person and ask about X person.
I hope I don't need any INT perk, since I want it to be at 1, so I get not much EXP. The biggest problem I have with Fallout games is the level cap, and in this case having so many perks that you are jack of all trades and a demi-god.
Only two things I need to know about is: What is the Gun Nut perk and if a low INT makes you "dumb" like in the past games?

After the beginning though, u get no more points to put into your S.P.E.C.I.A.L (except for maybe collecting bobble heads like fallout 3, but I don't think thats confirmed), so say halfway through the game u find that u really want the perk associated with 8 Strength, but only have 6 strength, then u have to make another character since u can only ever u grade the first 6 perks of strength.
Edit:some posts above me are implying that u can instead opt to use ur perk point as a skill point to upgrade one of ur S.P.E.C.I.A.L. stats, if so that alleviates a lot of stress cuz Ive been going crazy thinking about what my build would be.

Wow that sounds really different.
It is and it isn't. It looks different at the surface level but in execution it's functionally very similar and, to it's credit, is something now something that does not require a 200 page manual and a 50 hour first play through to finally understand to the fullest.
At least I think.
Have we heard anything about the gunplay yet? Obviously Bethesda was really talking it up, so I'm curious if it's actually good.

Wow. That bodes pretty well.There is, I think in the spanish forum write-up. The guy was playing the game for a little over 23 hours and hasn't noticed any annoying or gamebreaking bugs outside of a few small hiccups.

Man, a bug-free Bethesda game with a horribly pared back dialogue system. Don't know how I feel about that trade.
