Depending on which rumours you believe it was either MB and RB or FI and RB who had to make a change. Only certainty, as confirmed by Horner, is that RB had to change their suspension

It's more because it's so overcast. It is also late in the day yes, but cloud cover makes it look darker than it is.

And they're saying rain could well be on it's way.
