Such a waste of time with Ms support - 30 minutes to be told I should now be able to play the game. My issue was about the DLC and VIP problems on PC. So yeah thanks 'Sarah'.
Anyway I think I am a little.. no scratch it.. very worried....about Gears 4 on PC... I know it's a different team but same store..same publisher..

Don't have an xbox. ANd dont want one. Would rather play on my PC which is why i bought a new GPU last week.
All the people that were seriously coming to UWP defense now can't say shit, because now we have multiple releases that have been in a pretty shit affairs.
I hope to god gears of war 4 works I really do. Because if the same issues people with 1080's are having carry over or stuttering, or download issues or whatever, i think MS's PC initiative is over.

Turning off Dynamic Rendering and Switching MSAA to 8x fixed this issue for me. (The MSAA thing I did at the same time, so not sure if Dynamic Rendering alone fixed it)
No the pre-order bonus are for Horizon 3, the car packs mention FM6 and FH2 because they are themed after those games, as those cars appeared in them.

It would make sense. We need to get TheAdmiester in here and let him explain what he saw/did to unencrypt the files for Apex to do what he did, ha.
I said in my other post that Apex being encrypted didn't affect the performance as that ran perfectly fine,
Did nothing but make my game run worse, but I could see it potentially working for people with faster CPUs.
I have a fix for the DLC
You have to refund your game through MS. I used their online chat.
They will refund you then you have to repurchase the game again. The refund process takes 24-48 hours, so I just repurchased on my credit card and move the money and get some cash back from the whole deal.

Yesterday, i've captured a usage on my CPU and GPU, and found interesting thing, when CPU has 100% a lot of stuttering appears and GPU usage lower fluctuates at 50-80%. Stutters mostly appears in a city and mostly at the fast speed, when the game loads a lot of assets simultaneously. The i've navigated to a folder where game is installed and found that game folder uses EFS, which AFAIK uses AES256 encryption. Having EFS is ok for sensible documents, not the game files, because it requires a lot of CPU to decrypt.
There's also a post on the official forums where a user has issues on a 4-core CPU, and has no issues on a 6-core one.
Right click on FH3 in Task Manager, Go to details, right click the .exe, set Affinity, uncheck Core 0, ok.
A user on Reddit has pointed to Horizon 3 using EFS (Encrypting File System) as a possible cause for high CPU usage and stutter.
Uh yeah, reminds of that weird "Denuvo makes your game slower!" rumor...
