Here is why I'm 99.9% sure it's NOT Narsil. WB owns the LOTR license and thus the imagery from the movies. If it were meant to be Narsil it would have been drawn exactly as Narsil. The pommel, hilt, blade grooves and angle of break on the sword he is holding are all different from Narsil. The broken sword looks an awful lot like Narsil, which probably means that at some point in the game, this dude will be tasked with delivering it to Rivendell for protection and for when Aragorn decides to accept his destiny.
....which makes completely zero fucking sense from a canon perspective, but hey, gotta try to make an Aragorn cameo happen somehow!
For comparison's sake:
It's too similar for there to be a coincidence.
Deets please!
The Lead Designer of Red Dead Redemption is working on it!

Hooray!
Don't want to seem like I'm trolling, but this is the most underwhelming cover story in ages.
in the grimdark past of middle earth, there is only war.
Monolith = scumballs and make buggy games. Don't believe the hype and get exited about the cover.

Monolith? No WiiU?
Cross gen is disappointing.
Another promising concept that will undoubtedly be held back by the never ending Gen 7.
Cut the cord already. For fucks sake.
