This seems to be quite common...and for what I reason? I don't know.
I recently encountered it in Earth Defense Force 2017 (you are not a gamer if you do not buy this game).

IIRC, The Getaway featured this as well.
I know that there are many other games out there with the same "feature"...I just can't recall them at the moment.
There are also games where you could exploit the controls to go a bit faster. Wall Strafing in the original Half Life, for example. I think you could go a bit faster in Goldeneye by walking forward and strafing at the same time...
