I'm not sure how downloading a patch BEFORE installing the content being patched would work...So why cant they make the 20 GB download available for everyone including the people who are getting the disc version? Just put it up on the XBL marketplace now?
That way people with shitty internet dont have to wait for a week or whatever AFTER they buy the game to actually play multiplayer.

I know it's completely feasible in general, I'm just not sure how it would work on Xbox One specifically. I highly, highly doubt the console as is would support installing a proper patch before the actual software, and your simple solution of treating it as DLC isn't as simple as you make it out to be. A lot of special programming would have to go into converting an X1 patch into add-on content. Just because it's simple on PC, doesn't mean it's simple on X1.Why not? Just have the "patch" launch and detect if the drive is in the disc and proceed to install.
Its not a novel concept, we were doing this shit in 1998 or whatever on PC games before Steam took over. Non DRMd games still let you do this. You dont have to have the game installed to download a patch for it. Just have the game pretend that its DLC or something.

Actually I remember downloading the bf3 patches on 360 via the Xbox live marketplace. Granted it wasn't before I had a copy but if it were on the marketplace surely it would work if you hadnt gotten the game yet. We Know MS would screw customers over with a drop of the hat. We know that Frankie said it wasn't possible to do. I think someone is holding back and doing more damage by having this update and it's a negative for this game.Unknown, but then that's the problem with everyone jumping to all these "inept" and "anti-consumer" conclusions. There's more than a few reasons it could be. I highly doubt an actual patch could be installed from a disc on Xbox One, and it's possible that installing add-on content from a disc isn't (yet?) supported by the console either (the fact that it works on 360 is largely meaningless here). Also, even if add-on content from a disc is supported on Xbox One, there are still reasons why it may not be feasible. We don't know what exactly is contained in the update, but it's entirely possible that programming the game to take in whatever content is there as "DLC" would be technically infeasible or would at least take much too long, especially if the need for more space wasn't established until too late in the development process.
Basically, we don't know enough yet to make all these hasty judgments, particularly when "to save money" doesn't make much sense (the cost to print a second disc is basically negligible, and it's not like millions of people downloading 20GB of patch data at once is exactly ideal, even for MS) and the whole "they're just stupid/inept" thing is just, well, stupid.

I'll be really curious to see the eventual breakdown of storage space. Pulled from ripped 360 images, this is the [rough] amount of storage space required by the three 360 games:
If we add DLC, Halo 3 had about 1.7 GB and Halo 4 had about 4.2 GB. Then adding everything together, we'll get 28.16 GB. So let's just round that up to 30, which leaves 20 GB available on the disk.
Halo 2 was roughly 2.6 GB on the OG Xbox (!!!), but we can assume that the remaster is going to bulk that up considerably. 40 GB seems like a lot though. Is that TV show going to be included?
