I assume that's from cold and not standby.

21 seconds isn't that fast is it? I need to time my PS3 at home I suppose, but I have the feeling it takes around the same amount of time to bootup to XMB.
Looks like we'll get another figure after 1 hour...this is just the menu though.
What will be interesting is if the PS4 can maintain the low noise and not get a similar effect as the PS3 where dust built up and meant over time it got progressively louder until after 10mins it was like a hair-dryer!

Measured 40 cm from the exhaust, it made about the same noise as a launch PS3 (I've literally never heard of the unit "sone") and it's described as a light buzz.
Update number 2 in terms of noise: After an hour in the operation, the PS4 is significantly quieter than the PS3. The new console settles at 0.83 Sone a, the predecessor controls the fan at prolonged high, reaching a whopping 2.1 sone.
1 Sone is 40dB for a 1kHz noise apparently.
So at 6-8ft which is the normal distance you won't be able to hear it.
EDIT: Still inaudible from a standard viewing position then after a hour, this bodes very well for multimedia.
The after-an-hour comparison is promising.
Still would be cool to see what it's like under load and/or when playing media, although I guess this all takes time. Media software might not be on the test units at this stage either.

The UI will be pretty reflective of media and even games to be honest looking at the power consumption of PS3 models:
Slim:
UI - 61 watts
FF13 - 72-79 watts
BD - 71-73 watts
Super Slim:
UI - 58 watts
FF13 - ~70 watts
BD - ~70 watts
Obviously more power and more heat, but it's really not much more. It's mainly the fact they use stepped fans.
