Yes, they most definitely have. Funny the contrast between topics, when similar is announced for Xbox, we get "I wanna see the receipts!" or "This is nothing but list wars", "Show me the games". Its why I even stated to list what games you are talking about because its very easy to find anything someone considers a boring forced segment or a cut scene that can't be skipped etc. Your point starts to fall apart when you have trouble even finding games to fit that...
Stig's new IP was cancelled after being stuck in preproduction for more than three years, with at least three concept reboots along the way. That game was going nowhere.Heh. But the games listed do not, in fact, have unskippable cut scenes.. I know, because I'm playing them. Nor do they have segments where they remove all of your weapons and control mechanics and force you to walk and talk. Your bizarre attempt to prove me wrong because some reviews called the games boring.. is.. well.. bizarre.I greatly disagree based on the links provided. They factually have those.
Look, I simply believe the thing you are asking for is a bit much if even the games you like can literally be shown to have them or be perceived as "boring". If a developer feels they need a scene to be unskippable or a Dialogue that can't be skipped, they have their reasons or if a segment can be seen as boring by some gamers, it can't be helped, but we don't have much modern AAA games where we really can say none of that 100% exist in.
I mean...you have to see the thing you are asking for is a but unrealistic if even the games you are listing can be picked apart and found to have many of the very things you just stated Sony should stop doing....

Gran Turismo Sport - a sim racing game
Astrobot - a cutesy platformer
Ghost of Tsushima - open world samurai game
Last of Us 2 - A linear zombie action game with stealth elements
MLB - a baseball game
Returnal - A roguelike game
Detroit - a QTE game
Lots of variety their, some games are melee action, some games shooters, some games open world, some games linear etc. But I guess because some games share the same viewpoint and have a cinematic story they are considered the same lol.

And why it's an issue? Because if it was expected that Sony would be partnering with A, B, C , D, E, F, G, H, I, J, K and L and only ends up partnering with A, C, F and G, then that constitutes an issue in the same vein as if Insomniac just came and said "we *literally* had the entire studio working on Rift Apart, Spider-Man 2 is not even in concept phase".

by making their cut scenes and forced dialog sections skipable
