Is Toy Story 2 a bad movie?

No. Far from it.

Heck, the entire Toy Story trilogy are some of the best films of all time, and are in my personal Top 10 as a whole.

Toy Story was the only good Toy Story movie, and it needed no sequels. Toy Story 2 was a duplicate version of Toy Story, but with the roles of Woody and Buzz reversed. The addition of new characters was unnecessary, but I know I feel that way because I don't like any of them.

I didn't really enjoy it, and I watched it when it first came out and I was still a kid. I personally think the entire Toy Story trilogy is overrated.

I did enjoy Monsters INC. and The Incredibles though.

Not that bad, just didn't really connect with the new characters or enjoyed the new villains. Never went back to watch it as I did with Toy Story 1.

1 > 3 > 2 for me.
 
No. That would be Toy Story 3. What the hell at the toys not trusting Andy or Woody. "Oh, but Woody's the favorite! It's a conspiracy!" Yeah and, did you forget everything he did for your sorry asses in the first two films? It comes together in the end, but that opening premise is just... ugh.

Non on the Toy Story films are bad at all. A great trilogy. The second one is where they really started going for the whole "loss of a friend" angle, and it shined in the third.

It was alright. Fleshed out Woody as a character instead of just some jealous asshole and gave insight into his origins. Which was interesting.

I kind of liked crazy old man yelling at cloud.

But two is by far the most emotional of the three. Three was emotional, but it played too much on an established emotion attached to the viewer, while two had a more universal sorrow.

I know I'm going on a tangent, but I have people who think that 3 is sadder than 2. Booloney, I say!
