Even though it's running on the same FC3 tech, it's definitely the latter. I think they should've just called it Far Cry: Blood Dragon, and left out the 3.

But Far Cry 3: Blood Dragon sounds like the subtitle of an amazing cheesy trilogy ending movie, and I love it.
