I dont understand how that theory could exist. If you are not a jinchuriki that is willing to overcome the odds through hard work and dedication or am blessed with one of the best kekkei genkai, then really ones ability as a ninja is just limited. Even worst, he cant even use elemental jutsus. Having expectations of Rock Lee is essentially like believing that Izumo and Kotetsu will become more than chuunin.
