Trying to attract Japanese developers to your platform is never a waste in my opinion, that talent should never go to waste. And their games can always sell to the western demographic.
Good for them, I don't know how much good it will do but im really happy they are trying to reach out to that audience, maybe this means more jrpg's for the xbox one? That would make me very happy.
To be honest, I fear that the amount of players that enjoy JRPGs on Xbox platforms are pretty slim. I just don't see how the Xbox One would benefit on the short run by adding JRPGs to their library outside of appeasing this minority.

Both Qute's 360 releases were region-free and the Shooting Love devs (despite the first release being region-locked) also seemed to realise there is a, albeit small, fanbase outside Japan.
However, and I hope this doesn't come across as port begging, I just can't imagine that stuff like Raiden V (if it even exists at this point) doesn't eventually get released on the PS4. With Darius Burst being ported to PS4 that just seems like where the audience is going in the near future.

Idk, I feel like if they actually massively invest in first party franchises that appeal to japanese audiences, it can only be a positive thing. It feels like Japan will be a bigger factor this gen, so it might be a good idea to make sure they gain more relevance there. I don't think it's true that Japanese audiences will ignore Xbox just because of the name. They'll ignore it if it doesn't offer them anything they want.
I can't see why they'd start a new studio, in Japan no less, when they could comission games from smaller already existing studios instead with way less hassle. Plenty of decent devs in Japan that basically require publishers to get funding.
Unless Phil Spencer attends, this probably won't amount to much at all.
Regardless, I don't understand why MS get so relentlessly mocked and concern trolled for trying and trying to attract Japanese audiences and developers. Console wars aside, do we really want those talented devs to step over to mobile, because that's where they're headed. In fact, they're pretty much there already.
Since I don't work at Microsoft and my livelihood isn't tied directly to their success, I don't care about their bottom line and actually applaud any effort by them to secure deals, no matter how niche. Japanese devs aren't as expensive anyway, I believe, so it's not like they'll have to sacrifice much, and sometimes the relatively insignificant loss or commercially unsuccesful game is worth it, even if only for critical acclaim and the good will of the hardcore.
I believe Spencer, about a year ago, said something about wanting to emulate Sony in that regard. He admired the fact that Sony took risks and invested in games that, while not necessarirly commercially successful, were still great games and added to the platform as a whole.
Truly, I don't see how Microsoft continuing to try in Japan is anything but a good thing that ought to be commended.

For what's it's worth, Gears Ultimate Edition is not releasing in Japan according to Kotaku.
