That's rather common for any console launch to date. Including last year's 360 one yes. Launch titles and big names always get preferred treatment, if you're nice enough they even throw in free MS engineers for finishing your title if your team can't handle things.Rhindle said:

Test Kit (aka Debug kit), on the left, is more or less for QA/testers/reviewers to play incomplete code on, usually on gold DVD-Rs.
The Dev kit (aka TOOL as the PS2 dev kit was known as) is for actually developing the games.
If they are indeed claiming "Test Kit", then uhh, that's pretty common before launch.
