Because Germany! If a game has a valid PEGI rating, meaning availability in all countries that have adopted that rating system, it still won't be available in Germany if it lacks the USK rating.
Sure, some stores do have units from Austria for example or you can always import from another EU country, but stores and publishers won't be allowed to sell it directly via retail here then.
So while not really connected to region-locking, different rating systems sure can f*ck up availability.
While there is no region-locking between EU countries, and that sentence from Iwata was mostly bullshit, i'd like to add something...As you say, that was just a bullshit excuse by Iwata. We have different rating systems in Europe, yet there is no region locking within Europe. At the same time, the rating systems have not prevented Microsoft or Sony from not having region-free systems. The new rating system doesn't mean anything, sadly.
