No, that's not true. The PS Move instructions are part of the firmware/XMB, not the game (basically like the "Playstation 3" intro they removed to save .. time

). You have to wait until the actual game starts so it takes 15 seconds or whatever longer.
They are shown if a game is flagged for Move support. Proof: If you have your XMB set to 1080p and launch a 720p-only game, it will not switch resolution during the instructions but when the actually game is launched. Also, it will only then check for version updates.
They should add an option to turn these instructions off. They are not helpful after you played one Move game (which tells you how to position the stuff anyway).
