I posted in PSN Content threads way too much about it, but Shuhei Yoshida himself admitted they haven't done enough with third parties with PS1 games. And what leads to lack of motivation bringing them has to do with the difficulty in licensing them (such as certain people you need to contact about licensing not returning phone calls, publishers no longer existing, multiple people from all over involved, and so on) and there just isn't much profit margin in them (compared to releasing new PSN games). My opinion on PS1 downloads is that while I was initially excited, I've regretted every PS1 purchase I made, even to games I use to really love in the past. And when going back through many old PS1 demos I have, next to none of the games still hold up well, so it's not like many would be satisfied if they bought either. Now I just rather have new games be made like PJM and so on.
